Information on French Model Frequencies

Many  English modellers visit France to attend one of the excellent model shows and probably hope to fly while you are there.  With this in mind, the following information has been copied from the I.M.A.A web site and translated with the help of Babel fish, this goes someway to explaining the rather quaint wording. Note in particular the information about 2.4 GHz and 35 MHz frequencies.

Regardless of what has been published in some UK model magazines, the following is an "official" statement from the French authorities. Note: I taken the liberty of highlighting some of the key passages.

Frequencies: the official statement of the FFAM As announced in our first intervention in connection with the new regulation on the frequencies reserved for the model aircraft making, here thus the official statement of the FFAM, which has the merit to clear up some points remained obscure... Inventory of fixtures of the regulation of the frequencies for the model aircraft making the Authority of Regulation of the Electronic Communications and Stations (ARCEP) has just diffused a decision (n° 06-1101 on October 26) relating to the conditions of use of the radioelectric frequencies for the systems of radio control of small-scale models.

This new decision repeals the decisions Nos 98-882 and 98-883 of October 1998 which hitherto governed the frequencies of radio control usable in France. The decision n° 06-1101 will take effect as from the publication in the Official Journal of the Republic what should be effective at the end of November. The table hereafter comparatively details the changes introduced by this decision with the current situation. Frequencies: the official statement of the FFAM The decision n° 06-1101 confirms that the equipment must function with a limit of radiated apparent power fixed at 100 MW and that no guarantee of protection against jammings is granted.

This decision applies to the radio controls of models reduced without limitation to the only ends of leisure or competition, which means that the frequencies are from now on usable within the framework of use of reduced models for air work.

Concerning the 35 MHz Following a meeting held with the president of the FFAM with the head office of the ARCEP on October 5, the ARCEP confirmed with the FFAM in a mail on October 30 its will to put in?uvre the European decision ERC/DEC/(01)11 which identifies band 34,995 to 35,225 MHz in the European plan for the radio controls of aéromodèles. The ARCEP specified that the first two channels (35,000 and 35,010 MHz) will be available for the model aircraft making to spring 2007 and stressed that it continued the work of release of this band in order to offer more channels for the practice of the model aircraft making.

Concerning the 2.4 GHz In the above mentioned mail, the ARCEP confirms that the products developed in band 2.400 to 2.483,55 MHz (2,4 GHz) are authorized provided that their equivalent radiated isotropic power is lower or equal to 10 MW. There is thus no question of being able to use in France, like besides in the majority of the European countries, of the systems of radio control 2,4 GHz of a higher power. Conclusion

To summarize, the aeromodelists will have as of the end of November three additional frequencies (four new frequencies in 40 MHz and one in less in 41 MHz) to which will come to be added to spring 2007 the first two frequencies in 35 MHz. In 2007, the aeromodelists will be able to thus use thus five frequencies moreover than currently. If in 2011, five other frequencies will disappear in band 41 MHz, it is allowed to hope that in this term the attribution of the totality of band 34,995 to 35,225 MHz (23 frequencies) will be effective. The FFAM will continue to be mobilized to obtain as fast as possible the use of band 35 MHz. N the other hand, it is awaited that the world of the model aircraft making (laid off, leaders of clubs, specialized reviews, importing...) get busy to respect and make strictly respect the orientations laid down by the ARCEP. It goes from there first of all from the safety of the thirds that our aéromodèles can fly over but also credibility of the FFAM near the official authorities. In this context, the ARCEP was committed holding regularly informed the FFAM which it regards as its interlocutor on these aspects of frequencies of radio control of aéromodèles.
